Patrick Shortell is a senior government affairs, communications, and public policy strategist with more than two decades of experience delivering results at the highest levels of Connecticut politics and policymaking. Known for his sharp political instincts, relentless execution, and deep relationships across government, he is widely regarded as a go-to advocate for clients facing complex, high-stakes legislative and regulatory challenges in Connecticut and throughout the Northeast.
Mr. Shortell has represented a diverse portfolio of clients across the energy, technology, development, and healthcare sectors, advising and advocating for some of the most influential organizations operating in the state. These included global brands such as ESPN, The Walt Disney Company, the state’s leading healthcare system and employer, virtually every app on your smartphone, the largest renewable energy project in the state’s history, and major developers with projects spanning every region of Connecticut.
He began his career as a political director on multiple successful statewide and local campaigns before moving into senior government leadership as a lead policy advisor to then–Majority Leader and former Speaker of the House of Connecticut. In that role, Mr. Shortell operated at the center of legislative negotiations and policy development, advising leadership and members of the Connecticut General Assembly on critical issues and working directly with stakeholders to shape outcomes on complex policy matters.
Mr. Shortell later transitioned to the private sector, where he led government relations efforts for both a Fortune 500 company and a clean energy financing firm across the Northeast and Mid-Atlantic. Combining insider experience with a results-driven advocacy approach, he is known for moving policy, building winning coalitions, and delivering measurable results for clients in highly competitive and scrutinized environments. He holds a Bachelor of Arts from Springfield College in Political Science and Criminal Justice, with a minor in Business Management, and attended the University of Connecticut, where he was a member of the Motor City Bowl championship football team.

Alice Duket Shortell is a Senior Legislative Coordinator at Hillside Strategies who joined the firm in 2019.
As a Senior Legislative Coordinator, Alice is responsible for organizing and coordinating indirect lobbying activities for our government affairs team. These responsibilities include the implementation of our internal bill-tracking system and monitoring the activities of legislative committees, state agencies, and the entire General Assembly. In addition to that work, Alice oversees client services and coordinates real time updates for clients on newly filed amendments, changes made to legislation through committee and floor activity, research, and written materials to support our lobbying activities.
Alice has her B.A in Sociology from Boston College and a Masters in Education from Lesley University.
